“I am a proud uncle and [my wife] Ann is a proud aunt,” Lopez told PEOPLE before hitting the links at his third annual Celebrity Golf Classic Monday morning, thrilled his close friend and the producer of his former sitcom is now a mom to Louis Bardo Bullock. “Sandra is a loving, giving person, and Louis could not be in a better home and she could not be happier.”

Lopez also told the TV show Extra he became aware of Bullock‘s adoption effort a few months before the Oscar winner made the news public.

**Baby News Also Brings Joy to New Orleans…

The city of New Orleans is still buzzing with the news that Sandra Bullock‘s new son Louis is from New Orleans – and the Oscar winner is getting a lot of love sent her way.

“Personally, I’m thrilled for Sandra on the adoption of her child,” says Saints quarterback Drew Brees, who celebrated his Super Bowl MVP win on the David Letterman show with Bullock on Feb. 8. “Clearly she has embraced the city of New Orleans and appreciates what a wonderful and culturally rich city this is, and the fact that she has adopted a beautiful child with roots to our city makes it that much more special.”

He adds:

“It goes without saying that she is a talented actress, a true humanitarian and philanthropist. We are all very happy for her and the new addition to her family.”

Bullock‘s love of the city is part of what makes her a resident, says New Orleans Mayor C. Ray Nagin, who also sends his best wishes.

“Congratulations to Sandra Bullock and her new son,” says Nagin. “Since Hurricane Katrina, Americans have prayed for us, given their time as volunteers in our community, and demanded that no other city ever go through what New Orleans experienced. Sandra Bullock has become one of us. We wish this new mother every success.”

Local actor (Mad Men), designer and author Bryan Batt, who was on hand for the New Orleans premiere of  ‘The Blind Side’, also praised Bullock‘s work in the Big Easy.

“Besides being a brilliantly talented, lovely actress, she has the biggest, kindest heart and does so many great things for the city of New Orleans quietly and anonymously,” says Batt. “I just wish her all the joy this new life can bring. I join the city of New Orleans in singing her praises and wish her nothing but happiness.”

**Sandra Bullock’s Divorce…

Sandra Bullock‘s split from Jesse James will likely be a clean break, a legal expert tells PEOPLE, and the actress’s new son Louis won’t be an issue in the case.

Bullock filed for divorce on April 23 in Austin, Texas, where she maintains a home and discreetly used her backwards initials “B.A.S.” and James‘s initials “J.J.G” on the paperwork.

“Her legal filing indicates that both she and Jesse are seeking an amicable settlement and that there will be no children at issue in this divorce,” says Daryl Weinman, an Austin-based family law attorney who’s not involved with the case. “I wouldn’t be surprised if this divorce wraps up quietly within two months.”

The lawyer adds that Bullock has no legal rights over James‘s three children and if she wants visitation, she’ll have to request that from a judge in a separate proceeding. The former couple could also reach a private visitation agreement. Bullock has said she intends to remain in their lives.

Although it’s unclear from the papers whether they have a prenuptial agreement, James won’t be entitled to spousal support, Weinman explains, because in Texas a couple must be married for a minimum of 10 years for a spouse to qualify for support. As for Bullock‘s use of initials instead of her full name on her filing, Weinman says, “I’ve never seen anything like that before. It’s clear that Sandra is seeking as private a divorce as possible.”

**Sandra Bullock’s Hints About Baby Louis?…

Sandra Bullock‘s Best Actress acceptance speech for The Blind Side was tearful, emotional and touching. But did it include hints that the star and then-husband Jesse James had adopted son Louis from New Orleans?

“I would like to thank what this film is about for me,” Bullock said while collecting the award at the March 7 ceremony, “the moms that take care of the babies and the children no matter where they come from. Those moms and parents never get thanked.”

While The Blind Side is about a family that takes in a homeless boy (who goes on to become an NFL star), Bullock reflected on her own family, and thanked her late-mother, Helga. “[She reminded] her daughters that there’s no race, no religion, no class system, no color, nothing, no sexual orientation that makes us better than anyone else. We are all deserving of love. That trailblazer … allowed me to have that,” Bullock said, sharing a knowing look with James, who was sitting in the audience.

It wasn’t the first time the actress brought up the topic of family during awards season. Winning the Golden Globe for the same role in January, Bullock said, “A family is not just who you were born to, or what color you are. It’s who’s got your back.”

**Fans Thrilled for New Mom Sandra Bullock…

The world is abuzz about what until now had been the best kept secret in Hollywood – Sandra Bullock‘s adorable, newly adopted son.

The Oscar winner’s exclusive PEOPLE interview and pictures with 3½-month-old Louis Bardo Bullock – on newsstands now– mark the first inside peek at Bullock‘s life since she learned of her soon-to-be ex-husband’s indiscretions. Fans and PEOPLE readers immediately took to Facebook and Twitter to congratulate Bullock and comment on the news, with their reactions ranging from delight to declaring her an “inspiration.”

“Sandra is a true role model for young women to learn how to handle themselves in good and bad times, class act, with style and grace abounding,” wrote someone who identified herself simply as Jacquelynn, while OnlyOneSher Tweeted: “How can you not think happy thoughts for Sandra Bullock? She deserves it and deserves to be happy! Congratulations!”

Still more people were impressed with her decision to adopt and excited over just how cute Louis is. Here are a few enthusiastic reactions:
